NEW HISA/HIWU STEWARDS RULINGS

The following rulings were reported on HISA's “rulings” portal and through the HIWU “pending” and “resolved” cases portals.

 

Resolved ADMC Violations

Date: 10/22/2024

Licensee: Filiberto Quiroz, trainer

Penalty: Disqualification of Covered Horse's Race results, including forfeiture of all purses and other compensation, prizes, trophies, points, and rankings and repayment or surrender (as applicable); a fine of $500; imposition of 1.5 Penalty Points. Admission.

Explainer: Medication violation for the presence of Dexamethasone-Controlled Medication (Class C)-in a sample taken from Our Soaring Angel, who finished fourth at Albuquerque on 9/2/24.

 

Date: 10/22/2024

Licensee: Vance Childers, trainer

Penalty: Disqualification of Covered Horse's Race results, including forfeiture of all purses and other compensation, prizes, trophies, points, and rankings and repayment or surrender (as applicable); a fine of $500; imposition of 1.5 Penalty Points. Final decision by HIWU.

Explainer: Medication violation for the presence of Triamcinolone-a controlled substance (Class C)-in a sample taken from Majestic Attack, who finished seventh at Fanduel Sportsbook and Horse Racing on 9/3/24.

Licensee: Eddie Kenneally, trainer

Penalty: 7-day period of Ineligibility for Covered Person, beginning on October 22, 2024; Disqualification of Covered Horse's Race results, including forfeiture of all purses and other compensation, prizes, trophies, points, and rankings and repayment or surrender (as applicable); a fine of $1,000; imposition of 2 Penalty Points. Admission.

Explainer: Medication violation for the presence of Tramadol-Controlled Medication (Class B)-in a sample taken from Candy Cause, who won at Belterra Park on 7/20/24.

Licensee: Brendan Walsh, trainer

Penalty: A written reprimand. Admission.

Explainer: Medication violation for the presence of Omeprazole-Controlled Medication (Class C)-in a sample taken from Sri Lanka on 9/17/24.

 

Date: 10/17/2024

Licensee: Oscar Manuel Gonzalez, trainer

Penalty: Disqualification of Covered Horse's Race results, including forfeiture of all purses and other compensation, prizes, trophies, points, and rankings and repayment or surrender (as applicable); a fine of $500; imposition of 1.5 Penalty Points. Admission.

Explainer: Use or attempted use of a Class C controlled medication on Vladislav during the race period.

Though the substance isn't identified in the case resolution, it states that on September 22, prior to Race 9 at Gulfstream Park, “an employee of Mr. Gonzalez was observed orally administering an equine supplement product to the Covered Horse Vladislav.” Under HISA, only feed, hay, and water are permitted during the Race Period. Any substance administered during the Race Period that does not otherwise qualify as a banned substance constitutes a prohibited controlled medication substance.

Licensee: George Weaver, trainer

Penalty: Disqualification of Covered Horse's Race results, including forfeiture of all purses and other compensation, prizes, trophies, points, and rankings and repayment or surrender (as applicable); a fine of $500; imposition of 1.5 Penalty Points. Admission.

Explainer: Use or attempted use of a Class C controlled medication on Nimitz Class during the race period.

Though the substance isn't identified in the case resolution, it states that on June 28, prior to Race 2 at Aqueduct, “an employee of Mr. Weaver was observed orally administering an equine supplement product to the Covered Horse Nimitz Class.” Under HISA, only feed, hay, and water are permitted during the Race Period. Any substance administered during the Race Period that does not otherwise qualify as a banned substance constitutes a prohibited controlled medication substance.

10/23/2024, Donald Simmons, trainer: Pending vets' list medication violation for the presence of Phenylbutazone-a controlled substance (Class C)-in a sample taken from Gun Lap on 9/23/24.

 

10/23/2024, George Leonard III, trainer: Pending medication violation for the presence of Dimethyl Sulfoxide (DMSO)-a controlled substance (Class C)-in a sample taken from Maylen, who finished fifth at Belterra Park on 9/21/24.

 

10/17/2024, James Thomas Ryerson, trainer: Pending medication violation for the presence of Nabumetone-a controlled substance (Class B)-in a sample taken from Raleigh St. Clair, who finished second at Finger Lakes on 9/23/24.

 

10/18/2024, Larry Rickman Overly, veterinarian: Provisional suspension for the possession of Testosterone and Isoxsuprine-both banned substances-on an event dated 7/23/24.

 

10/17/2024, Fernando Bahena, trainer: Pending medication violation for the presence of Acepromazine-a controlled substance (Class B)-in a sample taken from Paynt by Letters, who won at Fanduel Sportsbook and Horse Racing on 9/10/24.

 

Violations of Crop Rule

One important note: HISA's whip use limit is restricted to six strikes during a race.
