Every week, the TDN publishes a roundup of key official rulings from the primary tracks within the four major racing jurisdictions of California, New York, Florida and Kentucky.

Here's a primer on how each of these jurisdictions adjudicates different offenses, what they make public (or not) and where.

California
Track: Los Alamitos
Date: 06/24/2022
Licensee: Peter Miller, owner
Penalty: $5,000 fine
Violation: Disorderly conduct
Explainer: Pursuant to a Stipulated Agreement and Mutual Release with the California Horse Racing Board, Owner Peter Miller is fined $5,000.00 for violation of California Horse Racing Board rule #1874 (Disorderly Conduct) which occurred on February 14, 2022, at San Luis Rey Training Center.

Track: Los Alamitos
Date: 06/24/2022
Licensee: Ruben Alvarado, trainer
Penalty: Fourteen-day suspension
Violation: Program training
Explainer: Pursuant to a Stipulated Agreement and Mutual Release with the California Horse Racing Board, Trainer, Ruben Alvarado, is suspended for 14 days (July 1, 2022, through July 14, 2022) for violation of California Horse Racing Board rules #1894 (Duties of Trainer) and #1502 (Program Trainer Prohibited) which occurred between December 23, 2021, and March 24, 2022, at San Luis Rey Training Center. During the term of suspension, all licenses and license privileges of Ruben Alvarado are suspended and pursuant to California Horse Racing board rule #1528 (Jurisdiction of Stewards to Suspend or Fine), Ruben Alvarado is denied access to all premises in this jurisdiction.

Licensee: Randal Gindi, owner
Penalty: Suspended license
Violation: Failure to appear at scheduled hearing
Explainer: Owner Randal Gindi (dba Monster Racing), having failed to respond to written notice to appear before the Board of Stewards at Los Alamitos Race Course on June 24, 2022, is suspended for violation of California Horse Racing Board rule #1547 (Failure to Appear) pending an appearance at a hearing before the Board of Stewards to answer to charges alleging violation of CHRB rule #1876 (Financial Responsibility- Bob Hubbard Horse Transportation $1,180.00). Suspension to commence on July 2, 2022. During the term of this suspension, all licenses and license privileges of Randal Gindi (dba- Monster Racing) are suspended and pursuant to California Horse Racing Board rule #1528 (Jurisdiction of Stewards), subject is denied access to all premises in this jurisdiction.

Licensee: Tiago Pereira, jockey
Penalty: $500 fine
Violation: Excessive use of the whip
Explainer: Jockey Tiago Pereira is fined $500.00 for violation of California Horse Racing Board rule #1688(b)(8)(d) (Use of Riding Crop – more than six times) during the ninth race at Los Alamitos Race Course on June 25, 2022.

Track: Los Alamitos

Penalty: $500 fine
Violation: Excessive use of the whip
Explainer: Jockey Abdul Alsagour is fined $500.00 for violation of California Horse Racing Board rule #1688(b)(8)(d) (Use of Riding Crop – more than six times) during the second race at Los Alamitos Race Course on June 25, 2022.

Violation: Excessive use of the whip
Explainer: Jockey Armando Ayuso is fined $500.00 for violation of California Horse Racing Board rule #1688(b)(8)(d) (Use of Riding Crop – more than six times) during the sixth race at Los Alamitos Race Course on June 25, 2022.

Kentucky
Track: Churchill Downs
Date: 06/23/2022
Licensee: Rafael Bejarano, jockey
Penalty: $500 fine
Violation: Excessive use of the whip
Explainer: After a hearing before the Board of Stewards, Rafael Bejarano, who rode Doube Crown in the seventh race at Churchill Downs on June 18, 2022 was found to have violated the crop regulation (3rd offense). Rafael Bejarano is hereby fined $500 for his improper use of the crop by exceeding the allowable use in the overhand manner.

Licensee: David Cohen, jockey
Penalty: $500 fine
Violation: Excessive use of the whip
Explainer: After a hearing before the Board of Stewards, David Cohen, who rode Palace Coup in the ninth race at Churchill Downs on June 18, 2022 was found to have violated the crop regulation. This being his first offense, Mr. Cohen was given the option and chose to pay a fine. David Cohen is hereby fined $500 for his improper use of the crop by exceeding the allowable use in the overhand manner.

Track: Churchill Downs
Date: 06/23/2022
Licensee: Rene Diaz, apprentice jockey
Penalty: Three-day suspension
Violation: Careless riding
Explainer: After a hearing before the Board of Stewards, Rene Diaz, who rode Red Queen in the first race at Churchill Downs on June 22, 2022, is hereby suspended 3 racing days, July 2 through July 4, 2022, for careless riding in the stretch.

Track: Churchill Downs
Date: 06/23/2022
Licensee: Florent Geroux, jockey
Penalty: Three-day suspension
Violation: Careless riding
Explainer: After a hearing before the Board of Stewards, Florent Geroux, who rode Sunny River in the ninth race at Churchill Downs on June 19, 2022, is hereby suspended 3 racing days, June 26, June 29, and June 30, 2022 for careless riding in the stretch that resulted in the disqualification of his mount.

Track: Churchill Downs

Licensee: Chase Miller, jockey
Penalty: $500 fine
Violation: Excessive use of the whip
Explainer: After a hearing before the Board of Stewards, Chase Miller, who rode Bakwena in the second race at Churchill Downs on June 18, 2022 was found to have violated the crop regulation. This being his first offense, Mr. Miller was given the option and chose to pay a fine. Chase Miller is hereby fined $500 for his improper use of the crop by exceeding the allowable use in the overhand manner.

Explainer: After being represented at a hearing before the Board of Stewards, Declan Cannon, who rode Hornbeam in the ninth race at Churchill Downs on June 24, 2022 was found to have violated the crop regulation (2nd offense). Declan Cannon is hereby suspended 3 racing days, June 26, June 29, and June 30, 2022 for his improper use of the crop by exceeding the allowable use in the overhand manner.

Licensee: Carlos Villasana, jockey
Penalty: $500 fine
Violation: Excessive use of the whip
Explainer: After being represented at a hearing before the Board of Stewards, Carlos Villasana, who rode Julia's Chardonnay in the second race at Churchill Downs on June 19, 2022 was found to have violated the crop regulation (2nd offense). Carlos Villasana is hereby fined $500 for his improper use of the crop by exceeding the allowable use in the overhand manner.
