The Horseracing Integrity & Welfare Unit has lifted the suspension assessed to trainer Jorge Duarte Jr. in the wake of one of his horses testing positive for methamphetamine after a race at Delaware Park in May. Duarte is the private trainer for Richard Santulli's Colts Neck Stables. Every week, the TDN posts a roundup of the relevant Horseracing Integrity and Safety Act (HISA)-related rulings from around the country. Among this week's rulings, several provisional suspensions have been handed out in cases pending a formal hearing. Schoenthal Meth Case Resolved With 15-Day Suspension

The Phil Schoenthal pair of methamphetamine positives at Laurel Park, announced by HIWU on April 9, have been resolved with a 15-day sanction for the trainer, eight days of which have already been served, according to HISA CEO Lisa Lazarus. When Jimmy Corrigan was informed after an Oct. 7 race at Belterra Park that his horse Stay Lost (Bernardini) had tested positive for the banned substance methamphetamine he was shocked. HIWU Changes Enforcement of Provisional Suspensions And Public Disclosure Protocols For Select Banned Substances

Following discussions with HISA's ADMC Committee, HIWU will no longer impose Provisional Suspensions on Covered Persons upon the service of an Equine Anti-Doping Notice for an Adverse Analytical Finding (i.e., positive test result) for Banned Substances that are recognized as substances of abuse in humans, the unit said in a release Friday. Examples that fall under this category include cocaine, methamphetamine, methylenedioxymethamphetamine (MDMA), and tetrahydrocannabinol (THC). HIWU Suspends Trainer Dick Clark 7 1/2 Years For Use Of Banned Substances

Veteran trainer Dick Clark, who was based at Prairie Meadows this summer, has received a 90-month suspension and an $62,500 fine from the Horse Racing Integrity and Welfare Unit (HIWU). The lengthy suspension and the fines were the result of five different positive tests that occurred with horses trained by Clark from June 19 to July 24. Vitali Hit With One-Year Suspension for Meth Positive in Pennsylvania

Trainer Marcus Vitali, whose career has been plagued by numerous suspensions and controversies, has been suspended for one year and fined $10,000 by the Pennsylvania Racing Commission after a horse he trained named Single Lady (Shanghai Bobby) tested positive for d-methamphetamine. He was also hit with six multiple medication violation points. The infraction occurred on Aug. 21, 2021 at Presque Isle Downs in a maiden special weight race won by the Vitali-trained filly.
