Judge Halts Anti-HISA Suit in Louisiana Pending Outcome of HBPA Case in U.S. Appeals Court

A federal judge has stayed a 14-month-old lawsuit initiated by the states of Louisiana and West Virginia that is trying to wipe out the Horseracing Integrity and Safety Act (HISA) via alleged constitutional violations, ordering the case to be "administratively terminated" until the United States Fifth Circuit Court of Appeals makes a ruling in a separate suit in which the Horsemen's Benevolent and Protective Association (HBPA) is also alleging HISA is unconstitutional. The Breeders Sales of Louisiana 2023 Yearling Sale followed by Mixed Session catalogue is now online on the Louisiana Thoroughbred Breeders Association (LTBA) website. The Louisiana Thoroughbred Breeders Association will host a yearling sale followed by a mixed session under the Breeders Sales Company of Louisiana banner Oct. 1. The sale will be held at the Equine Sales of Louisiana facility in Opelousas, La. and will be limited to 228 stalls at the facility. The Louisiana Thoroughbred Breeders Association has elected five members to its Board of Directors. The newly-elected Board members, who will each serve three-year terms, are as follows: Jay Adcock (158), Michelle LaVoice (143), Jim Montgomery (136), Michele Rodriguez (131), Jake Delhomme (126).
