If HISA Goes, Honest Horsemen Will Be The Losers

The National HBPA and its affiliates got their wish Friday. The United States Court of Appeals for the Fifth Circuit ruled that the Horse Racing Integrity and Safety Act (HISA) is unconstitutional.
