CHRB Teams Up with The Jockey Club's InCompass Solutions to Solve California Workout Issue

The California Horse Racing Board is working with The Jockey Club's InCompass Solutions to create an automated system that will correlate official workouts at California racetracks and training facilities with confidential veterinary submissions for the purpose of verifying compliance with CHRB Rule 1878. Rule 1878 states in part that "a horse shall not be permitted to workout (unless) the horse has been examined by the trainer's attending veterinarian during the 72 hours immediately preceding the workout for the express purpose of evaluating the horse's fitness to work out." Furthermore, "The...

Blacker Issues Statement, Accepts Responsibility For Not Following Rules Regarding Pre-Workout Exams

Trainer Dan Blacker, who has been charged by the California Horse Racing Board with failing to comply with regulations that require that a horse undergoes a veterinary exam within 72 hours of a workout and that the work is entered into a CHRB database, has issued a statement in which he said he takes "full responsibility" for not following the rules. The issue came to light when an unraced Blacker-trainee named Animae (Speightstown) suffered a fatal injury after a July 1 workout at Santa Anita. The CHRB investigated and found...

CHRB Sets '24 NorCal Schedule, but GGF's Closure Remains 'Elephant in the Room'

The California Horse Racing Board (CHRB) on Thursday approved a calendar that fleshed out the Northern California racing schedule through mid-September 2024. But the initiative still left race-date gaps late in the year that must be addressed both for next season and the future as stakeholders and regulators attempt to realign the circuit in the wake of news that Golden Gate Fields will not be part of the racing landscape beyond next June. Back on July 16, 1/ST Racing, which owns both Santa Anita Park and Golden Gate Fields, announced...

CHRB Awards '24 SoCal Dates, But Warns NorCal Uncertainty Could Be Factor In Final Say

Southern California's racing calendar for 2024 will nearly mirror this year's dates template, with the exception of Del Mar Thoroughbred Club being awarded a fifth week at its fall meet to dovetail with that track's hosting of the Nov. 1-2 Breeders' Cup. But several California Horse Racing Board (CHRB) commissioners who voted in favor of next year's SoCal schedule at the Aug. 17 monthly meeting made it clear those dates allocations were not to be considered a "rubber stamp" approval that couldn't change at some point in the future. That...

Joint Injections: “Litmus Test” for HISA

Last month, California Horse Racing Board (CHRB) chairman Greg Ferraro scratched a persistent industry itch. While discussing his thoughts on the rollout of the Horseracing Integrity and Safety Act's (HISA) drug control program, Ferraro shared his fears that the new federal rules on joint injections were weaker than had previously existed in California. "It's a step backwards," Ferraro said. And this regulatory reshuffle, he added, could lead to an increase in California of irreparable musculoskeletal injuries, especially of the fetlock joint. "California is the point of the spear in terms...

HIWU Suspends Trainer Jeffrey Poole For 22 Months

After a hearing before an arbitral body, trainer Jeffrey Poole has been hit with a 22-month suspension by the Horseracing Integrity and Welfare Unit (HIWU) after it was alleged that Poole possessed the banned substance Levothyroxine. He was also fined $10,000 and ordered to make a payment of $8,000 to cover arbitration costs. Poole did not have a horse test positive for the substance. Levothyroxine, commonly known by the trade name Thyro-L, is a synthetic version of the naturally-occurring hormone thyroxine. Thyroxine is produced by the thyroid and works with...

Senator Feinstein Pens Letter to Stronach Group About Golden Gate Closure

California Senator Dianne Feinstein issued a letter Wednesday to The Stronach Group (TSG), which owns Golden Gate Fields, requesting answers to the reasons behind the planned closure of the track at the end of the year, and the impacts from the company's decision on other industry sectors. Since TSG announced on July 15 with a short statement light on detail the closure of Golden Gate Fields--a momentous decision that figures to upend a way of life for many in California--the company has remained publicly mum when pressed about the decision....

Greg Ferraro Q&A, Part II: HISA Rollout “Inconsistent and Uneven”

After Sunday's announcement that The Stronach Group (TSG) will close at the end of the year its flagship Northern California racetrack, Golden Gate Fields, the company at the helm of the sale has gone silent, ignoring all of TDN's requests for comment this week. To bring much-needed illumination on this seismic decision, the TDN spoke Thursday morning with Greg Ferraro, the California Horse Racing Board (CHRB) chairman. Among several points raised, Ferraro shared his thoughts on the need for a fixed hub of racing in Northern California to secure the...

California State Fair Cancels Weekend Racing

Opening weekend for Thoroughbred racing at the California State Fair's Cal Expo in Sacramento has been cancelled due to projected extreme temperatures, the California Horse Racing Board (CHRB) said in a release Wednesday. Racing was scheduled Friday-Sunday, July 14-16. The CHRB follows an Inclement Weather Policy (IWP) which examines temperature, wind speed, and humidity to include recommendations and requirements pertaining to the heat index. The IWP lists the heat index in steps, beginning at 130, the point at which some horses experience discomfort. The danger to horses increases at 150,...

CHRB Reports Safety Measures Continue To Protect Horses

California horse racing again experienced a significant decline in the number of horses that died from injuries suffered during racing and training at the state's facilities during the 2022-23 fiscal year that ended June 30, the California Horse Racing Board (CHRB) said in a press release on Saturday. A total of 26 died last year as a result of musculoskeletal injuries that occurred while racing or training, compared with 39 the previous year. For context, approximately 30,000 race starts and far in excess of 100,000 workouts occur each year from...

Sudden Equine Deaths: “This is so frustrating for us”

News out of Churchill Downs last week that two of trainer Saffie Joseph Jr's horses had collapsed and died within days of each other has reignited talk around one of the most confounding--and by extension, frustrating--issues in racing: sudden equine death. More than four years ago in response to the death of GI-placed Bobby Abu Dhabi (Macho Uno)--what was initially suspected a sudden cardiac-related event--the TDN took a lengthy dive into the issue. In a nutshell, sudden cardiac deaths oftentimes leave no discernable physical sign for pathologists to piece together...

CHRB On Santa Anita Turf: 'Back To Normal And Safe'

On the day before racing at Santa Anita is scheduled to resume Friday with five turf races following an 11-day break that had been planned before recent grass-course drainage issues arose, staffers with the California Horse Racing Board (CHRB) deemed the turf to be ready to handle horses. The last two dates that Santa Anita had raced, Apr. 8 and 9, a total of five turf races had to be swapped from the "firm" grass course to the "fast" main dirt track because of slippage problems on the far turn....
