Proclaiming His Innocence, Trainer Jorge Duarte, Jr. Is Finding Out How Tough It Is To Fight HIWU

On June 26, trainer Jorge Duarte, Jr was informed that a horse he trained named Happy Cat (Kitten's Joy) had tested positive for methamphetamine following a May 22nd race at Delaware Park. Duarte was indeed concerned, but he insisted he had done nothing wrong, that cooler heads would prevail and that he would not be penalized. 'No Effect' Thresholds To Purse Accounts Round Out Final Day Of National HBPA Conference

On Friday--the final day of the National HBPA Conference at Prairie Meadows--a panel entitled "Establishing No-Effect Thresholds and the Importance for the Industry" was led by practicing equine veterinarian and researcher Dr. Clara Fenger. Every week, the TDN posts a roundup of the relevant Horseracing Integrity and Safety Act (HISA)-related rulings from around the country. Among this week's rulings, several provisional suspensions have been handed out in cases pending a formal hearing. This includes trainers Frederico Villafranco and Diana Morici, who have been issued provisional suspensions for separate alleged methamphetamine positives.
